HECA, fuel poverty and ECO flexible eligibility

Home Energy Conservation Act (HECA)

Recognising the key role that local authorities have to play in improving the energy efficiency of the residential accommodation in their areas, and thereby achieving reductions in domestic carbon emissions, the government requests that progress reports are submitted to it every two years.

The Secretary of State for Energy and Climate Change requires all English authorities to prepare further HECA reports setting out the energy conservation measures that the authority considers practicable, cost-effective and likely to result in significant improvement in the energy efficiency of residential accommodation in its area.

St Helens Fuel Poverty Strategy

St Helens Fuel Poverty Strategy sets out the context and challenges faced to reduce fuel poverty in the borough. Building upon the achievements of previous strategies, it confirms the council's continued commitment to tackle the problem of fuel poverty, taking into account achievements already made, changes in circumstances and the national agenda, together with new ideas and opportunities.

The key objectives of this strategy are to reduce the proportion of St Helens residents' income spent on fuel, and to permanently increase the energy efficiency of homes in the borough in order to reduce fuel poverty.

Also included within the strategy are our responses to the Home Energy Conservation Act, which requires authorities to provide a report to government every two years on actions taken to improve energy efficiency and reduce fuel poverty.

ECO 4 & GBIS Flexible Eligibility - Liverpool City Region Joint Statement of Intent

With this Joint Statement of Intent (SOI), Version LCR SOI 4.0.2023, the Liverpool City Region Local Authorities wish to express their commitment to improving the energy efficiency of their residential properties within the Liverpool City Region.

This statement sets out St Helens Borough Council's flexible eligibility criteria for ECO 4 and Great British Insulation Scheme. It aims to help households living in fuel poverty, living on a low income and vulnerable to the effects of living in a cold home.
